The organisation
The Institute of Health Policy & Management (iBMG) is part of the Erasmus University Rotterdam and linked with Erasmus MC and is responsible for several education programmes on health economics, health policy and health management, which serve 750 students. In addition, research is being done on three major research themes:
'competition and regulation in health care', 'quality and efficiency in health care' and 'health care management'. iBMG has about 175 employees.
Description of the position
The Health Economics Group at iBMG works closely together with the Erasmus School of Economics and the International Institute of Social Studies (ISS) in The Hague on programmes in Global Health. The group is looking for a PhD candidate for one of its large EU-funded programmes 'Community Based Health Insurance India (CBHI)'. The CBHI project (running from July 2009 to July 2014) includes a set of controlled field experiments carried out in villages of two states of India where CBHI is implemented as part of this project. This project involves a new model of CBHI, characterised by: (i) en-bloc affiliation of entire communities; (ii) involving the target group in  benefit package design; (iii) creating the ground structure of insurance administration from among the group of insured, (iv) community-rating; and (v) mobilisation of social capital, to reduce market and insurance failures. The implementation is conducted in 3 waves, in each of which a random third of the target population will be offered CBHI. The first wave has been carried out in 2011. For the quantitative analysis a household survey has been developed, pretested and conducted in 5214 households. The PhD student will estimate the impact of this new model of CBHI on financial protection, health care consumption, health status and other variables using the data from the baseline survey and from the data collected at each wave of offering insurance. The position involves a four-year contract and the work is conducted in Rotterdam. Applicants are expected to pursue a PhD on 'the impact of CBHI on financial protection and on access to health care in India' and to participate in the Health Economics seminars and occasionally in the teaching programme at the Bachelor or Master level. The candidate will benefit from supervision and collaboration with the senior researchers of the Health Economics groups of iBMG and the Erasmus School of Economics as well as of the Economics of Development group of ISS. The CBHI-project is coordinated by Professor Frans Rutten (iBMG), the implementation in India is lead by Professor David Dror, who initiated the project (Micro Insurance Academy (MIA) in Delhi) and the quantitative research is supervised by Professor Arjun Bedi (ISS), Ellen van de Poel, PhD (iBMG) and Pradeep Panda, PhD (MIA).

Applicants should have a (research) master or MA / MPhil degree in Economics, Econometrics or the HEPL/HE master of iBMG. Proficiency in English is a prerequisite and we are particularly interested in someone who has a solid background and strong interest in applied economics or health economics. Experience with econometric
software packages (for example, Stata) is an advantage. Appointment and salary
The successful candidate is expected to start at the latest by October 1st 2011 and will initially receive a temporary contract for 1.5 years, which will be followed by a 2.5 year contract, conditional on a positive mid-term evaluation. Remuneration will be in accordance with the PhD scale set by the CAO NU. Fulltime work will pay € 2.042.- before taxes in the first year, going up to € 2.612.- in the fourth and final year. In addition, there's a set end-of-year bonus of 8.3% and there are generous opportunities for taking time off. Fulltime is considered to be 38 hours per week.
