Climate and Development Knowledge Network and the European Capacity Building Initiative

The European Capacity Building Initiative (ecbi) Publication and Policy Analysis Unit (PPAU), in association with CDKN, invites Expressions of Interest from experts, for authoring policy briefs as part of the LDC Paper Series.
 
The LDC Paper Series is mainly for use by the LDC Group in negotiations, and aims to specifically address questions/ issues that the LDC Group needs more information/ analysis on, to enhance the negotiating capacity of the Group. The LDC Paper Series aims to provide timely and relevant information through a 'fast track' production process, to keep the information relevant to the negotiations.
 
The papers also aim to build the internal capacity of the Group, by involving LDC Group members as co-authors and reviewers. (Please note that this call is for Expert Authors. The Group will appoint LDC co-authors).
 
The following five topics listed below have been selected in consultation with the LDC Group:

1.     Questions related to the ADP, of special interest to LDCs (Including, for instance, how best to capture adaptation and means of implementation in the 2015 agreement, including anchoring and strengthening of LCA institutions; how to ensure the design of the future regime take LDC interests into account; and an analysis of which structures and approaches favour/ disfavour LDCs?)

2.     Designing a new institutional mechanism for Loss and Damage (Including, for instance, examining the scope and role of the new institutional mechanism for L&D that will be established at CoP19; and identifying areas of research for L&D.)

3.     Lessons from CDM (Including, for instance, examining recent developments to support CDM in LDCs; an analysis of the progress up to date and the effectiveness of such initiatives in LDCs; and lessons for the future, relating to issues such as the best options for LDCs in the context of the new marketbased mechanisms and the various approaches to be established under the UNFCCC.)

4.     Options for differentiated commitments for the new agreement and raising short - term mitigation ambition (Including, for instance, an analyses of existing options for differentiated commitments in a future agreement and how they relate to LDC interests; and the identification of avenues through which LDCs can engage to raise short-term mitigation ambition.)

5.     Analysis of NAPAs and NAPs in LDCs (Including, for instance, an analysis of the LDCs' experience with the NAPAs; a review of the LDC Fund; and examples of existing initiatives in LDCs including national strategies and financial architecture.)

Experts in the areas above are invited to submit a one-page Concept Note outlining a proposed outline for a 15-page policy brief on the topic, no later than 20 June 2013.
 
It is envisaged that contracts for the papers will be awarded by the end of June, and the first drafts will be expected to be ready by the end of July/ early August.
