***ACCS2017 Conference Theme: "Global Realities: Precarious Survival and Belonging"

The theme for the Asian Conference on Cultural Studies 2014 in Osaka was "Borderlands of becoming, belonging and sharing". In his presentation, Conference Co-Chair Professor Baden Offord wrote "Gloria Anzaldua's idea of the borderland has become a critical conceptual rubric used by cultural researchers as a way of understanding, explaining and articulating the in-determined, vague, ambiguous nature of everyday life and the cultural politics of border-knowledge, border crossings, transgression, living in-between and multiple belongings. Borderlands is also about a social space where people of diverse backgrounds and identities meet and share a space in which the politics of co-presence and co-existence are experienced and enacted in mundane ways."

Now we revisit that territory under the title "Global Realities: Precarious Survival and Belonging". While retaining the ideas expressed by Professor Offord in 2014, this conference will turn its focus on to the precariousness of life across the world, life being understood in all its amplitude. Since 2014 we have witnessed the horror of the refugee crisis in Europe and how borders which should have been crossed have been blocked off by barbed wire fences. The whole context of borders, belonging and survival has shifted resulting in an increase in racism, radical nationalisms, terrorism, infringements of human rights, and rising poverty levels, to mention only a few of the globalised problems confronting our world. The result of such precarity, even of the planet itself, has led to a generalised sense of communal and individual vulnerability.

Raimond Gaita recently noted, "It is striking how often people now speak of 'a common humanity' in ethically inflected registers, or ethically resonant tones that express a fellowship of all the peoples of the earth, or sometimes the hope for such a fellowship." Hopefully, this conference will discuss the ways and means by which a "common humanity" may be aspired to by future generations.

In conjunction with our global partners, we look forward to extending you a warm welcome in 2017.

***ACEID2017 Conference Theme: "Educating for Change"

Whether we are looking at why we must change, or how education has changed or even how education will change, change affects all of us involved in language education in many ways. Administrators, teacher trainers, teachers, students: we all wear many hats and we all come face-to-face with change, sometimes on a daily basis. Positive change is about improvement: improving proficiency, improving lives, helping learners achieve their goals and dreams and ultimately, broadening horizons.

In our work as educators we are often asked to effect change – that we are change-makers can be seen in the new curriculums, new material, and even new techniques or methods that we develop. For those of us who conduct research, our research is often focused on finding "better" or more effective ways of teaching, often measured in outcomes such as "students entered with an average of X and improved to an average of Y". In such a case, improvement = change. But change is also an area of research as can be seen by looking at journals such as the Journal of Educational Change, Changes in Higher Education, Culture and Change, and Educational Research for Social Change, to mention four. It is a serious area of study, and one worth our attention.

The focus of the last journal mentioned above is worth looking at. Change is not only about test scores or proficiency going up. It is also about lasting change in one's life, life choices, and looking beyond us as individuals to the society we live in. Social change and a focus on improving the societies we live in is another outcome of education. In recent years, there has been a focus on language and identity, as well as an embrace of sociocultural theory and language development.

At the same time change for the sake of change is not a good reason for change. There is often a tension between the status quo (which is not always bad) and the desire to change. As invested members of our field, we need to be able to examine change, identifying and applying that which is appropriate and will further our goals while also having the wisdom and gumption to reject change that does not make sense. As Dewey said, "Reforms which rest simply upon the enactment of law, or the threatening of certain penalties, or upon changes in mechanical or outward arrangements are transitory and futile."

And so we welcome you to this year's conferences, where we can examine change in ways that are important to each of us. What are its challenges, its complexities, and its constraints? It is electrifying to think about the wide-ranging conversations we will have as we consider how we can go about educating for change the world over.

In conjunction with our global partners, we look forward to extending you a warm welcome in 2017.

**Featured Panel: Preserving and Challenging Culture: The Right to Education
Chair: Professor Haruko Satoh, Osaka University, Japan

This panel discussion will explore the conference theme, "Educating for Change", in the context of the featured conference screening of Among the Believers (Directed by Hemal Trivedi & Mohammed Ali Naqvi). Intimate and shocking, Among the Believers offers rare insights into the ideological battles shaping Pakistan and the wider Muslim world.

The issues highlighted in the documentary will spark a discussion around the friction between preserving culture and challenging culture in areas of the world where education is highly politicised, and where religious and secular education vie for influence.

The panel will attempt to unpack the question of the extent to which education can be considered fundamental human right, and in particular issues of gender and education.

**Featured Symposium: How Public Managerialism Generates Neo-academicism in a Performativity Milieu
Dr Tien-Hui Chiang, South Taiwan University of Science and Technology, Taiwan

As neo-liberalism has become a world-prevailing value that functions as a new discourse, coming to reformulate people's souls and, in turn, viewing its assumptions as the only option to improve efficiency and ensure service quality, public managerialism acquires a legitimate status in running higher education institutes. Its entrepreneurialism, which focuses on efficiency and outcomes, is able to cure the institutionalized weakness caused by the monopoly of the public sector. Inevitably, the reconstruction of organizational arrangement and culture will bestow more authority on the university administrator so that university teachers are confined within a context in which they need to comply with the bureaucratic milieu that addresses performances well defined in regulations. However, this new tyrannicalism coats in a democratic form generated by the strategy of devolution. In order to examine this criticism, this study conducted interviews in America, Japan and South Africa. The findings show that such criticism adopted structuralism and its predetermined assumption neglected how the outcome-led evaluation system provided academic-oriented researchers psychical rewards such as excellence, honour and pride. This institutionalized reward system was able to generate neo-academicism that bridged the gap between the outcome-led evaluation system and the psychical expectation of academic-oriented researchers. Therefore, public managerialism was not simply retained in the form of social discourse but generated substantial and positive effects. Instead of social discourse, neo-academicism became the core element in sustaining the legitimate status of public managerialism.

***LibrAsia2017 Conference Theme: "History, Story, Narrative"

Historians are far from the only interested party in writing history. In a sense it is an interest we all share – whether we are talking politics, region, family birthright, or even personal experience. We are both spectators to the process of history while being intimately situated within its impact and formations.

How, then, best to write it? Is it always the victor's version? Have we not begun increasingly to write "history from below", that lived by those who are not at the top of the power hierarchy? Are accounts of history always gender-inflected, hitherto at least men rather than women? Who gets to tell history if the issue is colonialism or class? How does geography, the power of place, intersect with history? What is the status of the personal story or narrative within the larger frame of events?

This conference addresses issues of writing history from literary and other discursive perspectives. That is to say: novels, plays, poems, autobiographies, memoirs, diaries, travel logs, and a variety of styles of essay. One thinks of Shakespeare's history plays, Tolstoy's War and Peace, Shi Nai'an's The Water Margin, Balzac's La Comédie Humaine. It also addresses oral history, the spoken account or witness, Hiroshima survivor to modern Syrian migrant.

Which also connects to the nexus of media and history. The great "historical" films continue to hold us, be it Eisenstein's October: Ten Days That Shook the World (1925) or Gone with the Wind (1940). We live in an age of documentaries, whether film or TV. There is a view that we also inhabit "instant" history, the download to laptop, the app, the all-purpose mobile. How has this technology changed our perception, our lived experience, of history? What is the role of commemoration, parade, holiday, festival or statuary in the writing of history?

The different modes by which we see and understand history, flow and counter-flow, nevertheless come back to certain basics.

One asks whether we deceive ourselves in always asking for some grand narrative. Can there only be one narrator or is history by necessity a colloquium, contested ground? Is national history a myth? And history-writing itself: is it actually a form of fiction, an artifice which flatters to deceive? What, exactly, is a historical fact?

This conference, we hope, will address these perspectives and others which connect and arise.

In conjunction with our global partners, we look forward to extending you a warm welcome in 2017.

**Featured Panel: Art and Narrative in the Public Sphere
Panellists: Yutaka Mino & Tan Tarn How

Drawing on the conference theme of "History, Story, Narrative", this panel will examine art as a medium for telling stories and creating narrative, and how curation can be used to contextualise and situate works of art.

In a comparative analysis encompassing divergent cultural perspectives, the panellists will discuss the politics and role of art, drawing on examples from both Singapore and Japan, and comparing and contrasting with other countries.

The panel will focus on the importance and continued relevance of art in the public sphere, addressing questions of how public art and public spaces can create stories and narratives, and how these narratives can assist in the construction and structuring of a national identity, including the following: How can art create a public dialogue? How can this dialogue be harnessed for the good of the community? And what is the role played by curation in contributing to the development of a local, regional and national community and economy?

**Plenary Panel: History, Story, Narrative – Constructing History
Panellists: Dr Brian Daizen Victoria, Professor Georges Depeyrot, Dr A. Robert Lee & Professor Myles Chilton

This interdisciplinary history and literature panel will look at how histories are created and propagated and the difficulties involved in the inherently political act of writing of history. How does the "truth" act as heuristic and guide, and how is the concept abused to stifle dissent and impose order? This panel will draw on contemporary controversies and invite participation from delegates from around the world to address questions that include the following: How important is the construction of national history in the creation of personal and national identity? How does history shape our political decisions today? How do we go about building, revising and deconstructing history?

This panel will feature both historians and literary scholars and will explore the relations and tensions between fictional and historical narrative that are in many ways vital to definitions of literature, raising questions as to the "truth" of the history registered in literary texts as opposed to that of historical texts. The panel will also examine literature as alternative history, whether Fredric Jameson's call to "always historicize!" is still relevant, the aliterary subversions of "official" history, the historicity of fiction, and, of course, the fiction of historicity.
